The Chinese admistrative legal system was established only twenty years ago and has gaps needing to be filled in, extending from theoretical issues to practical implementation, from substantive rules to procedural provisions. Wang Ziyun`s dissertation investigates the special features of the following countries: Finland, Germany, France, and the United Kingdom as well as China. It is my hope that the work may improve the understanding of the ideology and legal thinking about Administrative Procedure Law in the European countries as well serving the task of preparing drafts for a Chinese Administrative Procedure Law

By applying the comparative method to a study of Administrative Procedure Law in modern society, the author hopes to enhance the rule of law in her own society. In this way, the Chinese administration will develop a fair and just procedure
