The Barents Regional Council and the Northern Forum organised the Envisioning the Nrthern Dimension seminar and workshop in Rovaniemi, Finland on 15-16 October 1998 as follow-upto the 1997 Barents Region Today conferens, which also took place in Rovaniemi. Finland´s policy initiative on the Northern Dimension was launched at the 1997 conference. In the meantime, Finland has pursued the initiative of Northern Dimension of the EU, officially through Prime Minister Paavo Lipponen´s letter to Jacques Santer. The EU Summit in Vienna 1998 will be next milestone in the shaping of the EU´s Northern Dimension. This book aims to make a positive contribution to the EU deliberations in Vienna and thereafter.
