This report is the outcome of a new approach to evaluation in the UN based on partnership between a national government and the UN Evaluation group. The purpose of this evaluation was to provide evidence and analysis that will enable decision-makers in South Africa and the UN system to enhance the role and contribution of the UN to support South African policies and strategies for a better South Africa. The evaluation also had a forward-looking focus.
