This is the first of three cases that focus on public-sector strategies in the Finnishtelecom/mobile cluster.It is descriptive and historical,providing evolutionary context for the remaining cases,which ewill be prescriptive and proactive.
The case at hand consists of six chapters.The first one provides an introductin and framework on the competitive developments in Finnish telecommunications.It focuses on the organization of Finnish telegraph and telecommunications under Russian authority,the century-long consequences of the 1886 telephonestatute,and the neutralization of foreing rivalry in the nascent domestic cluster.
