This work is a joint effort by researchers involved in projects and programmes to chart and reflect upon the implications of information and communication technologies for public administration. ICTs are changing public administration and, the faster the developments occur, the more difficult it is to let related theories mature. In such circumstances, most statements will remain provisional and context-dependent. Researchers in Germany, the USA, the Netherlands and the UK continue to try to phrase theories about the implications of informatizing for public administration, that are robust in different contexts and over long periods of time. These results and theories, covering a broad set of elements of the body of knowledge of public administration, are presented in this volume.
