The analysis is made through the examination of the various modifications to the Financial Regulation applicable to the general budget of the EU. Special emphasis is put on the effects of the modifications on the flexibility of the general budget.

An important part of the book is devoted to the examination of the changes brought forward by the new Financial Regulation that was adopted by the Council of the European Union on 25 June 2002, due to the fact that according to the Commission, the Regulation was intended to provide an ”instrument to fulfil the needs of modern financial management in the context of the administrative reform of the EU institutions’ financial management system”.

Ce livre traite de la réforme des finances publiques de l’Union européenne de 1968 à 2005. Le sujet est abordé avant tout par le biais de l'examen des modifications successives du règlement financier applicable au budget général de l’UE. L’accent est mis sur les changements apportés à la flexibilité de la partie ”dépenses” du budget général.

Une attention toute particulière est portée aux changements introduits par le nouveau règlement financier que le Conseil de l'Union européenne a arrêté le 25 juin 2002. Ces changements, qui s'inscrivent dans le cadre plus large de la réforme de la Commission, ont, selon elle, avant tout pour vocation à ”répondre aux besoins de la gestion financière moderne”. Le livre analyse sous ses différents aspects le bien-fondé de cette affirmation.
