Cost of Environmental Protection - Regulating Housing Development in the Coastal Zone
This new monograph graphically presents the cost of all regulatory requirements for housing developments in an environmentally sensitive area -- the Coastal Zone. The author evaluates the impact of a land use permit system --instituted by a state agency in compliance with federal environmental guidelines--on housing costs and local regulatory procedures. The experience described here, based on a detailed analysis of 21 single and multifamily developments, is directly applicable to all states within the Coastal Zone and wherever environmental regulations are part of the development process.
