Eurocrats at work : negotiating transparency in postnational employment policy
Within the European Union today, an attempt is being made to coordinate the member states' employment policies through the European Employment Strategy. The EU guidelines for employment are part of fulfilling that aspiration. In relation to the guidelines, indicators are being developed for measuring progress within and between the member states. IN the EU Employment Committee meetings bureaucrats from the member states and the European Commission negotiate on which indicators may or may not be used to evaluate, audit and compare member states. This book analyses the discussions at the meetings and reveals a struggle for power and control over the degree of transparency and accountability of the member state. In this process the vision of transparent and integrated nation states together forming a postnational EU is far from within view. Or is it?
