This book aims to provide the reader with a comprehensive framework for assessing the security consequences of the ASAT issue and the military uses of space. To reach useful judgments on U.S. policy choices, we need to ask: how significant are the present and future military uses of space? What kinds of threats do we face? What unilateral or negotiated steps are available to suppress these threats while safeguarding our space assets? What kinds of considerations would dictate the choice between ASAT capability and ASAT restraint? Finally, if controls are desirable, can they be verified?
