The United Nations has identified the need for enhanced partnerships between the public sector, private sector and civil society as an essential ingredient in the attainment of growth and sustainable economic development. The present publication explores how the audit process can be made more open and participatory and how audit can be used as a tool for citizen empowerment to hold the government to account.
