Despite its abundant manpower resources Russia seems unable to make any progress in World War I. Many of its difficulties might be blamed on the incompetence of its absolute ruler, but even former president Theodore Roosevelt is unable to convince the tsar of the advantages of sharing authority with an elected legislature.
