He edited the North American Review (1873 - 1876), and the International Review (1879 - 1881). He was prominently connected with various literary educational and historical institutions. He was a member of the Massachusetts legislature (1880 and 1881) and of the House of Representatives (1886 - 1893), and then he was elected to the United States Senate.
