Many social projects aimed at increased access to cultural and recreational activity have failed to materialise or have fallen into decay. this tendancy, common to many countries and political systems, is explored in these pages as the author tracks the decline and value changes in different parts of the world. Projects dating from 2001 to 2007 provide examples of both former ambitious, utopian models and the contrasting reality of modern life.
