Some US producers of the kinds of merchandise subject to antidumping or countervailing duties have complained that USCBP has not been able to collect the full amount of duties owed on targeted imports. One of the 'loopholes' cited was a law that allowed importers receiving goods from new exporters to post bonds instead of cash deposits.
