The purpose of the JALOIN programme was to promote pedestrian and bicycle traffic in Finland in accordance with the transport policy guidelines of the Ministry of Transport and Communications. The goal was to put walking and cycling on a par with other modes of transport in planning and decisionmaking. A steering group with representatives of the most important cooperation headed the programme.
