This sweet little book is a true story.  Told to you from the point of view from Mr. Peepers the cat. It is truly about the love between a pet and his owner, Betsy.  She invents a silly collar for Mr. Peepers to wear to keep him safe, because she loves him.  And all along Mr. Peepers wears the collar because he loves her.
