This study compares the making of social security in Spain and Finland. It analyses the course of the social modernization process in the two countries and the ways in which the methods of social modernization have changed, as well as describes certain features of social modernization which have remained unchanged. By analyzing the historical
process, an attempt is made to identify the actors that have influenced the course of social modernization.
