The failure of the League of Nations in its central task, maintaining peace, has overshadowed the evaluation of other operations of the intergovernmental regime during the Inter-war period. This work shows how the refugee work was conducted during the 1920s and 1930s despite the difficulties that the League and the ILO had to face. It is fair to conclude that all elements for a successful refugee policy were in place. The substance of the policy was guided by the refugee situations. The League and the ILO were able to respond and create new solutions to the growing challenges. The principles of the policy remained somewhat unchanged during the two decades, but new techniques were developed in combating the destitution of homeless people.
