This proceedings, ""Energy and Water: Sustainable Development"", contains papers presented at the 27th Congress of The International Association for Hydraulic Research (IAHR) entitled ""Water for a Changing Global Community."" These papers explore applications of hydraulic research to situations where natural waters are involved in the production or use of energy. Due to the continuously increasing demands on water use, new hydraulic analysis techniques that have proven successful within the current constraints associated with energy production and natural water usage are discussed.
