Cities all across Europe are trying to meet the challenge of pluralist society, especially in education. The DIECEC Network of 18 cities starts from a positive attitude to diversity and to transnational cooperation in its work on raising the standards of black and bilingual pupils. It has a whole-community and multi-level approach to ensuring that schools endorse the richness and diversity of people from differing linguistic, faith, cultural and social heritages. This practical guide is a synthesis of proven practical measures that have improved pupils' school performance. Virtually all the approaches and actions are relevant to the needs of a broader group of disadvantaged pupils living in areas of multiple stress in urban or rural areas.
