This volume focuses on two policy areas of great importance to small states: the use of outsourcing of government functions as a means to improve quality of some public goods and services and policies and regulations designed to harness the power of information and telecommunications technology (ICT) to improve connectivity with the rest of the world. Eight case studies present what some small states have done in these areas to better the quality of life of their citizens.
