As Hong Kong's neighbour and as the most dynamic province of China, Guangdong is in search of a new direction of development. This search is necessitated in good part by the changing strategic focus of China's 'open policy' - a shift from the Pearl River Delta in Guangdong Province to the Pudong area of Shanghai in the Yangtze River Delta.
