A main focus of this work is the logistical difficulty involved in assigning education budget parameters in a county where accurate statistics on the number of students and their needs are nearly impossible to gather. Bolstered by contributions from Afghan teachers, this is an informative look at one of the most difficult obstacles the new government in Afghanistan must confront.
