This study considers the working poor phenomenon. The phrase “working is the best welfare” appears to be somewhat misleading. Even in Europe there are millions of people
who work but are still poor. The study analyses the nature and extent of in-work poverty and the factors behind the phenomenon. Has there been a change of norm that has made
the problem of in-work poverty worse?
