This report presents the findings of an external evaluation of the Finnish public transport system, focusing on the role of the Ministry of Transport and Communications. The evaluation was undertaken over a period of four months (October 2002 to January 2003) by a team of eight evaluators representing organisations from four countries (Belgium, the Netherlands, Switzerland and the United Kingdom).
