In summer 2007 the "Laboratory Demographic Change" managed by BASF, Evonik, SAP, econsense and other cooperation partners charged the "Ageing Labour Force" - Research Unit of the Rostock Center for the Study of Demographic Change with an analysis of demographic location risks in regions of the European Union. The project evolved in three phases.
Phase 1: Development of the Internet-Tool Demographic Risk Map. The Tool allows generating maps out of the data processed, illustrating Regional Demographic Change and Regional Demographic Location Risk in the 264 NUTS 2 regions of the European Union. It was released in May 2008 and is freely available under www.demographic-risk-map.eu.
Phase 2: Writing of the Report Mapping Regional Demographic Change and Regional Demographic Location Risk in Europe (published in July 2008), describing two new concepts: the Regional Demographic Change Index, and the Regional Demographic Location Risk Measure. It is also freely available for downloading under www.demographic-risk-map.eu.
The Tool and the Report awoke the interest of a large public. We received numerous requests to describe demographic change and its consequences for single regions or countries in more detail. This triggered Phase 3: Elaboration of the Demographic Risk Atlas. Its topic are the facts behind the maps drawn so far. It comprises profiles of Regional Demographic Change and of Regional Demographic Location Risk for all countries and regions in the EU. It exploits the data processed with the Internet-Tool, makes use of the methodology described in the Report, and uses additional demographic information. All figures and tables were developed for this Atlas.
