The principal objective of this report is to make a comparative analysis of the administrative reform units and their networks in the three countries - Finland, Estonia and Russia. The method of the research is a comparison. As the framework have been used theoretical views which describe administrative development in the transition environment. The purpose of the comparison is to analyse the stakeholders of the administrative reforms. Additionally, the comparson is directed to study the channels, means and participation styles in the reform planning and implementation.
The publication can be used as background material for further analysis, consultancy and training as well as a basic information package for Finnish, Estonian and Russian public administrations and their recent reform activities.
