All efforts to construct training programmes to eradicate racism have failed. Reena Bhavani demonstrates here that this is because racism itself is incorrectly or incompletely understood. By perceptively analysing the Stephen Lawrence Inquiry, she has been able to clarify the concept of racism and its constantly changing forms and manifestations in a way that has not been achieved before.
