The fourt legal expert seminar within the framework of the EU-China Human Rights Dialogue was held on 7-8 September, 1999 in Rovaniemi, Finland. The title of this seminar was 'Perspectives on Human Rights-With Special Reference to Women'. The seminar presentations on general human rights, minority rights as well as economic, social and cultural rights were complemented by a specific gender perspective. The Unit for Human Rights Affairs at the Political Department of the Finnish Ministry for Foreign Affairs bore responsibility for the contents of the seminar programme and the Northern Institute for Environmental and Minority Law at the University of Lapland acted as the implementing agency of the event. The expenses incurred from organising the seminar and producing this seminar publication were covered by the European Commission and the Ministry for Foreign Affairs of Finland.
