This book argues that, if redistribution was the dominant political theme of the 1960s, that of the 1970s would have been most assuredly quality. Furthermore, this seeks to poorly articulated normative concerns of physical and environmental planners to the intellectual tools, old and new, with which economists were addressing policy issues.
