The lessons of the Swedish experience are discussed. The size and effectiveness of the sector have been hot political topics in Sweden for decades. As a result dramatic reforms have been implemented as regards the relationships between the public and private sectors, and between the different levels of government. Dr Lennart Gustafsson has held several senior government positions through which he has been heavily involved in the design and implementation of the Swedish reform programme. He is also a consultant to international organisations. Mr Arne Svensson has more than 25 years of national and international experience as senior consultant to more than 300 organisations, including the UN and the EU.
