WorldECR is delighted to announce the publication of the second edition of Sanctions in
Europe. With over 35 chapters and 358 pages contributed by some of Europe’s leading sanctions practitioners, Sanctions in Europe provides readers with a thorough overview of the implementation of sanctions policy and restrictive measures in the Member States of the European Union plus other key non-EU European jurisdictions.

Part 1 of the book sets out the ‘The European Union sanctions framework’, an in-depth examination of the evolution of the current regime, toolbox and playbook. In this chapter, readers will find details of the EU’s key sanctions actors and agencies, scope of sanctions and measures to address their circumvention, application and enforcement, the process for challenging designations, and
detail on the general obligations of Member States.

Part 2 comprises specific Country Chapters, each describing the implementation of sanctions within that country, detailing key regulatory agencies (with contact details) and proceeding to look at sanctions practice and policy in greater depth. Here, readers will find information on the legislation by which sanctions law is implemented in that country, autonomous sanctions, licensing, voluntary self-disclosure and its benefits or otherwise, boycotts and embargoes, enforcement,
penalties for noncompliance, outreach by the authorities, impact of sanctions on the country’s economy, and detail of specific sanctions responses to Russia’s war on Ukraine.

Part 3 examines the concept of US extraterritoriality and the impact of US sanctions on EU Member States and non-EU countries in Europe.
