At the end of the 1990s the European North, a former "military theatre", is in transition and is even in a contradictory situation. What has primarily been a security area of the Cold War is emerging toward a phase where it is a region of international cooperation that has aspects of soft security. This book seizes the discussion of meeting by presenting the texts from the think-tank seminar and the field trip. As the Proceedings of the Calotte Academy 1998, it enlarges and inspires a further discussion on security affairs.
